Overview

The contract will provide support to ensure operations, maintenance and procurement funding, facility requirements and manpower is programmed and budgeted for all Headquarters (HQ) Air Education and Training Command (AETC) flying and technical training activities.  Will provide on-site support of AETC’s Planning and Programming System (APPS) through analysis, assessment and integration associated with technical and fly training funding activities to support HQ AETC’s Operations Budget and Programs Branch and shall interface with the HQ AETC staff, other United States Air Force (USAF) major commands (MAJCOMS) staff and the Air Staff (HQ USAF, the Pentagon). The Technical Training Support position will support this effort. Location will be  Randolph AFB, TX. Position is contingent based on contract award.

Responsibilities

  • Provide technical training database analysis in support of APPS including updates from ABIDES and the FYDP Manpower database for the Technical Training Panel by suspense date established by the COR.
  • Support two individual tech training PEMs by loading APPS financial data and creating annual reports for both programming (POM) and execution activities (financial plan/distribution).
  • Generate monthly (weekly in the last month of FY closeout) financial system reports for fly training, tech training, force development and communications and information PEMs from database systems to include ABIDES, Command Integrated Resource System (CRIS), and Defense Enterprise Accounting Management System (DEAMS). Reports are required to validate requirements for annual FM and A8 budgeting and programming financial exercises.
  • Perform independent, continuing, detailed analysis of resource utilization, resource requirements, and the implication of fiscal constraints and/or contemplated program changes.
  • Develop HQ AETC-level course resource estimates for all new/revised technical training courses as needed and review all course training plans for resource implications.
  • Maintain and update all technical training cost/pricing databases to include the Technical Training Cost Modeling System, APPS and AETC Decision Support System (retrieval capability). 1.2.6 Analyze budgetary and programming relationships and develop appropriate recommendations to accommodate assigned budgetary actions.
  • Generate and analyze technical training student production from the Training Planning System, AETC Decision Support System, and other databases for projecting requirements in financial and programming exercises.
  • Serve as the focal point for developing the technical training group operations cost per student estimates.
  • Provide one-on-one initial and recurring training, as needed, on APPS to six PEMs.
  • Provide developmental structure advice and inputs for current database systems development to include but not limited to APPS. 

 

Qualifications

  • Minimum of 5 years in-depth knowledge and practical working experience with all phases of the Air Force Planning, PPBE to include the POM build, Initial Distribution, EOY, EX Plan build and the annual PBR drills. 
  • Developmental and practical working experience with APPS is desired.
  • In-depth working knowledge of database systems to include ABIDES, DEAMS, CRIS and Financial Data Accounting System and Technical Training analysis experience.
  • Secret Clearance.
