We are seeking candidate(s) to provide programmatic expertise associated with the AOC and other C2 systems in support of the Air Force’s global C2 and TACS.  Analyze, develop, and evaluate detailed  plans, goals, and objectives for long-range implementation of assigned major command programs. This position is located at Langley AFB, VA and is contingent upon contract award. 

    Responsibilities

    • Review all Program Objective Memorandum (POM) inputs and documents for completeness, compliance, and accuracy prior to document entry into formal Air Force Resource Allocation Programming Information Decision System (RAPIDS) system.
    • Assist the Program Element Monitor (PEM) responsible for the POM documents to ensure all required elements are properly formatted and organized to reduce substantive or critical comments during POM briefings.
    • Review and provide comment on draft ACC, Air Force, Joint, and Office of the Secretary of Defense publications, doctrine, guidance, and policy documents to ensure quality and adherence to applicable standards.
    • Provide branch level assessment of PPBE guidance in terms of potential impacts on current and programmed AOC capabilities and other programs managed by the division.
    • Attend PPBE planning meetings to determine appropriate strategies and courses of action (COA) to ensure the favorable presentation of managed programs during subsequent corporate ACC and HAF corporate deliberations.
    • Represent the division position during discussions with stakeholders from the warfighting, development, acquisition, and test and evaluation communities.
    • Participate in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
    • Review, assess, and comment on MAJCOM and Air Force strategic level guidance as it relates to future planning, including the Service Core Functions and CAF Strategic Plan.
    • Interact with the AOC Weapon System modernization contractor and the SPO to assist with requirement decomposition and to clarify the intent of specific modernization efforts.
    • Provide near-term, mid-term, and long-term phasing recommendations on the preparation of POM and execution documents to ensure the proper alignment of requirements with their associated acquisition milestones and program reviews.
    • Prepare and deliver oral presentations, such as briefings, training sessions, consultation, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matter, and convey information relative to proposed changes in assigned programs.
    • Brief branch and division personnel on changes to the POM process.
    • Participate in IPT meetings and other Air Force and Joint C2 process and system governance meetings, and participate in C2 Forum meetings to support AOC and related C2 program modernization requirements.
    • Assist in routine staff review of enabling concepts, operational concepts, test and evaluation plan documentation, and other program-related documents.
    • Facilitate data collection and IT Portfolio Management System (ITIPS) updates to ensure the division’s programs are properly documented IAW Air Force direction.
    • Prepare for program and technical interchange meetings through data gathering, data analysis, and data evaluation to prepare background papers, staff studies, or presentation materials that recommend a strategy, persuade an audience, or report program progress.
    • Assist with mission impacts assessments preparing for or resulting from resource reduction decisions, such as Air Force-level cut drills, Program Decision Memorandums, and Air Force Corporate Structure-directed cuts.

    Qualifications

    • Three (3) years’ experience within the past six (6) years supporting AOC or AFFOR C2 programs.
    • Three (3) years’ experience within the past six (6) years developing programmatic documentation and inputs associated with POM submissions (preferably for ACAT 1 programs).
    • TS/SCI Security Clearance.
