We are seeking candidate(s) to provide the division with subject matter expertise in all facets of operational requirements definition, development, and documentation in support of operational C2 capability development, including their relationship with strategic and tactical level activities.  This contract position is expected to assume a leadership role in capability requirement generation and development and represent the division in pertinent program management and JCIDS forums to include the Functional Capabilities Board (FCB) Working Groups, the FCB, Joint Capabilities Board (JCB) and Joint Requirements Oversight Council (JROC). This position is located at Langley AFB, VA and is contingent upon contract award.

     

    Responsibilities

    • Assume a leadership role to draft operational requirements along with measurable, achievable KPPs and KSAs based on existing gap analysis results, customer interaction, emerging concepts, doctrine, various testing and operational inputs, and other relevant sources germane to Air Component C2 responsibilities.
    • Draft, edit, collaborate on, and maintain documents required by the Headquarters Air Force (HAF) AF Requirements Development Guidebook (e.g. capability description and capability production documents, descriptive annexes, supporting architectures, economic analysis, etc.)
    • Lead meetings, forums, and high performance teams to coordinate and gain consensus with external organizations including joint service C2 offices and agencies, HAF offices, other MAJCOMs, and AFLCMC to identify, develop, and document interoperability crosswalks, matrices, standards of compliance, and certification criteria.
    • Participate in Doctrine, Operations, Training, Materiel, Leadership and Education, Personnel, Facilities – Policy (DOTmLPF-P) analysis relevant to Air Component C2 disciplines and related requirements development.
    • Participate in the development, coordination, and staffing of DOTmLPF-P change requests (DCRs).
    • Participate (typically on a weekly basis) in IPT meetings, other Air Force and Joint C2 process and system governance meetings, and C2 Forum meetings to support division requirements.
    • Capture operational requirements representing potential future capabilities needed by the TACS through review of appropriate Joint, Air Force, Army, Navy, and Marine concepts of operations and employment guides, doctrine, systems documentation, and emerging threat assessments.
    • Support all facets of developing PPBE materials related to requirements developed, managed, or supported by the division.
    • Participate in program reviews and technical interchange meetings and provide subject matter expertise to include data gathering and analysis, data evaluation, development of background papers, staff studies, or presentation materials that recommend a strategy, persuade an audience, or report program progress.
    • Develop operational requirements statements associated with supported capabilities or programs, translating user operational requirement statements into the appropriate requirements format(s).

    Qualifications

    • Ten (10) years’ experience as a practitioner of Air Force or Joint C2 disciplines or performing other duties applying DoD operational C2 doctrine.
    • Requirements Management Certification Training – “Level C” certification completed within the past four (4) years (formal DAU requirement for Major Defense Acquisition Program (MDAP) requirements generation personnel).
    • TS/SCI Security Clearance
