The objective of this task order is to provide the functional support required at the 9th Air Force Rear Mission Support Element (RMSE) at Shaw AFB to assist in the organizing, training and equipping of deployers into a JTF HQ. This contract support will result in a core JTF HQ staff that is mission-ready to Organize, Train, and Equip the Joint Force. Basing the team out of Shaw AFB, collocated with ARCENT will allow for efficient and frequent interchanges regarding the Joint HQ composed primarily of USA and USAF personnel.
Perform as Lead Contractor to ensure all 9 AF assigned Staff and RMSE attendees are provided the requisite accesses to information and facilities according to mission needs.
Provide instruction inaccordance with the Government-provided syllabus.
Train JTF personnel regarding current and predicted operational environments, missions, and requirements. Support approximately 6 classes per year with a notional class size of 40 personnel.
Coordinate with COCOM, Joint, and Service STO offices to ensure all pre-deployment needs related to STO programs are accomplished.
Perform as Lead Contractor to manage pre-deployment STO requirements for all 9 AF HQ Staff personnel and RMSE attendees.
Planner (para 4.1) to review, develop, and prepare JTF CONOPs, conceptual operational plans, and proper execution of JTF process execution.
Assist lead contractor Joint Task Force Computer and Communications Senior Planner (para 4.7) to define the hardware and software requirements and configurations for JTF exercises both at home and deployed.
Assist lead contractor Master Scheduler/Event Coordinator (para 4.11) to maintain the JTF Community of Practice website maintaining, reorganizing, and updating the customer’s Community of Practice website.
Perform as Lead Contractor to advise the JTF leadership on the operational impact of Informational Assurance controls.
Assist lead contractor Joint Task Force Computer and Communications Senior Planner (para 4.7) to liaise with the ACC Communications Directorate (ACC/A6C), ACC Intelligence Directorate, ISR Systems (ACC/A2O), Air Mobility Command (AMC), and Air Force Space Command (AFSPC) for all issues pertaining to the DJC2 configuration status and changes.
2 years of security knowledge of Special Technical Operations (STO) within a Joint or Combined Staff
5 years of experience as a STO manager familiar with joint and Service requirement
Bachelor’s degree from an accredited college or university
