The objective of this task order is to provide the functional support required at the 9th Air Force Rear Mission Support Element (RMSE) at Shaw AFB to assist in the organizing, training and equipping of deployers into a JTF HQ. This contract support will result in a core JTF HQ staff that is mission-ready to Organize, Train, and Equip the Joint Force. Basing the team out of Shaw AFB, collocated with ARCENT will allow for efficient and frequent interchanges regarding the Joint HQ composed primarily of USA and USAF personnel.
Perform as Lead Contractor to implement documents for MSEL events, monitor their execution, and provide analysis on execution.
Provide instruction inaccordance with the Government-provided syllabus.
Train JTF personnel regarding current and predicted operational environments, missions, and requirements. Support approximately 6 classes per year with a notional class size of 40 personnel.
Provide functional expertise in JTF and/or Command and Control operations to include JTF types and composition, communications and computer power issues, communications and computer fielding issues, technical support (e.g. small computers, video teleconference communication, and secure telephone communication), and other operations issues.
Planner (para 4.1) to review, develop, and prepare JTF CONOPs, conceptual operational plans, and proper execution of JTF process execution.
Perform as Lead contractor to define the hardware and software requirements and configurations for JTF exercises both at home and deployed.
Assist lead contractor Master Scheduler/Event Coordinator (para 4.11) to maintain the JTF Community of Practice website maintaining, reorganizing, and updating the customer’s Community of Practice website.
Perform as Lead Contractor to assess and facilitate the development of concept of employments for new/modified JTF applications/capabilities; conduct warfighter shops to identify and document modifications to current and advance tactics, techniques, and procedures (TTPs).
Assist lead contractor Master Scheduler/Event Coordinator (para 4.11) to track, or generate if not existing, a comprehensive IMS capturing key milestones within current JTF systems (Global Command and Control System- Joint, GCCS-J) and depicting relationship to key milestones of related programs (Deployable Joint Command and Control System, DJC2).
Assist lead contractor Special Programs Security Manager (para 4.8) to advise the JTF leadership on the operational impact of Informational Assurance controls.
Perform as Lead contractor to liaise with the ACC Communications Directorate (ACC/A6C), ACC Intelligence Directorate, ISR Systems (ACC/A2O), Air Mobility Command (AMC), and Air Force Space Command (AFSPC) for all issues pertaining to the DJC2 configuration status and changes.
