  • Overview

    The objective of this task order is to provide the functional support required at the 9th Air Force Rear Mission Support Element (RMSE) at Shaw AFB to assist in the organizing, training and equipping of deployers into a JTF HQ.  This contract support will result in a core JTF HQ staff that is mission-ready to Organize, Train, and Equip the Joint Force. Basing the team out of Shaw AFB, collocated with ARCENT will allow for efficient and frequent interchanges regarding the Joint HQ composed primarily of USA and USAF personnel.

     

    Responsibilities

    Perform as Lead Contractor to participate in internal and external working groups, conferences, and experimentation and development events providing JTF expertise, approximately once per month. Lead Contractor shall be the primary focal point for the COR and will be responsible for general administration of Full Time Equivalent (FTE) personnel on the task order.

     

    Perform as Lead Contractor to review, develop, and prepare JTF Concept of Operations (CONOPs), conceptual operational plans, and proper execution of JTF process execution.

     

    Assist lead contractor Curriculum Senior Planner (para 4.9) to evaluate and oversee a robust training program designed to prepare deploying personnel for JTF HQ operations using the Government-provided syllabus, JTF Staff Basic Course.

     

    Advise and assist Senior Leaders within the 9 AF Air Staff on JTF HQ functions, processes, and battle rhythm.  Provide subject matter expertise in the areas of Joint inter-service staff structure, planning, execution, and sustainment with application to current warfighting capabilities.  This shall include tasks related to integration efforts; participation in various Joint integration forums, exercises and experiments; assisting with systems analyses; executing military assessment studies; developing, training, and fielding concepts; and advising the Air Force Doctrine Development and Education Center (AFDDEC) on evolving Joint operational issues.

     

    Assist lead contractor Joint Task Force Effects Coordinator Senior Planner (para 4.2) research, analyze, and assess current and predicted operational environments, missions, and requirements to ensure capabilities remain relevant to the current or predicted warfighter needs.

     

    Assist lead contractor Knowledge Manager and Task Management Tool Manager (para 4.14) to collect, disseminate, and incorporate lessons learned from previous exercises and deployments into current planning.

     

    Assist lead contractor Joint Task Force Resource Management Support (para 4.10) to identify and coordinate with appropriate higher HQ to determine support required to achieve certification/validation.

     

    Assist lead contractor Knowledge Manager and Task Management Tool Manager (para 4.14) to participate or lead a monthly formalized information exchange program with like JTF units sharing information such as lessons learned, best practices, training shortfalls, and exercise training effectiveness.

     

    Assist lead contractor Knowledge Manager and Task Management Tool Manager (para 4.14) to support JTF Training, Standardization, and Evaluation programs by developing and maintaining any checklists, TTPs, Master Question Files (MQFs), and provide policy reviews.
     

     

     

     

    Qualifications

    Minimum KSAs
     

    4 years Command experience at an operational echelon, preferably in combat
     

    2 years’ experience in joint maneuver operations and planning, joint deployment preparation, JTF forming, and deployed combat operations
     

    2 years’ experience serving on a senior staff at a MAJCOM/NAF as a Vice Commander, Director, or Chief of Staff
     

    Bachelor’s degree from an accredited college or university
     

    2 years Joint command experience within the Joint Enabling Capabilities Command (JECC)
     

     

    Desired KSAs
     

    8 years Command experience at an operational echelon, preferably in combat
     

    4 years’ experience in joint maneuver operations and planning, joint deployment preparation, JTF forming, and deployed combat operations
     

    4 years’ experience serving on a senior staff at a MAJCOM/NAF as a Vice Commander, Director, or Chief of Staff
     

    Master’s degree from an accredited college or university
     

    4 years Joint command experience within the JECC
     

    Master of Science in Joint Campaign Planning & Strategy from the Joint Advanced Warfighter School
