Overview

The Manpower Management Analyst is assigned to Administration Department (N1) at the CENSECFOR Headquarters, and provides manpower policies for all CENSECFOR training activities. CENSECFOR is a Learning Center with training activities located at Yokosuka, JA, Chesapeake, VA, Bangor, WA, Pearl Harbor, HI, San Diego, CA, Mayport, FL, San Antonio, TX, Gulfport, MS, Kittery, ME and Jacksonville, NC.

Responsibilities

  • Plans, organizes and maintains manpower programs of the Center Learning Sites,

ensuring compliance with all legal and regulatory requirements.   Researches, interprets, analyzes, and applies manpower policies.   Review organization mission, functions and tasks in relation to the Center’s domain manning.   Identifies requirements and initiates requests for additional personnel resources to ensure the Center’s success in meeting goals and objectives. Establishes, develops, and maintains effective working relationships with the Naval Education and Training Command (NETC), Human Resources Office (HRO), and the Bureau of Naval Personnel (BUPERS).                                                                                                                        

 

  • Originates reviews and analyzes military and civilian manpower proposals and

establishes priorities and objectives for comprehensive CENSECFOR manpower program. Validates current and future manpower requirements. Tracks and monitors manpower authorizations and Requests for Personnel Actions throughout the Command, ensuring that the staffing of new positions is completed as authorized.   Ensures that duties and responsibilities of position descriptions accurately reflect the duties in requests for new authorizations.      

                                                                             

  • Performs management information controls studies having impact on every department

and Learning Site throughout the organization with functions that are extremely interrelated. Responsible for the development of manning requirements efforts and develops responses on questions on decision related to program elements.   Develops detailed strategies and background documentation supporting program submissions.   Manages the Center domain Individual Augmentee (IA) program.

Qualifications

  • High School Diploma or GED.
  • At least of five (5) years of data management experience.
  • A minimum of five (5) years of experience utilizing Naval Education and Training Command (NETC) databases.
  • A minimum of five (5) years of experience using Microsoft Office (particularly Microsoft Word, Microsoft PowerPoint, and Microsoft Excel), with an expert skill level with Microsoft Excel
  • Excellent communication skills, both orally and in writing
  • A minimum of five (5) years of scheduling experience, specifically related to education and training.
  • A working knowledge of NAVEDTRA 130 series documents, in order to associated data elements relating to Navy trainingPossess a valid driver’s license
  • Possess, or be able to obtain, a security clearance up to the Secret level
