Overview

The Data Analytics and Modeling Analyst is assigned to Training Directorate (N7) at the CENSECFOR Headquarters, and is responsible for integrating large datasets, modeling student learning performance & behavior, and identifying & communicating opportunities & results. This includes accessing files, reviewing files, analysis of data, reporting data, and making course/training recommendations based on analysis/findings.   The Data Analytics and Modeling Analyst will work closely with Director of Training, CENSECFOR N7 and N5 staffs, the Velocity Lab Innovation Cell as well as support staff at the Naval Education and Training Command (NETC).

Responsibilities

  • Work closely with CENSECFOR training managers, curriculum modeling and development personnel, instructors, administrators, and data stewards to turn large datasets into critical knowledge that can be used to make collective and individualized decisions regarding student engagement and mastery. This includes proposing innovative ways to look at problems by mining data, validating findings, and presenting results and methods to stakeholders. The role will require a combination of strong analytical and problem solving skills, statistical analysis, programming knowledge, and a strong commitment to working closely with a team in order to develop end-to-end solutions. Excellent written and verbal communications skills to collaborate with others and report back the findings in a clear, structured manner are required.
  • Provides technical support for training resource requirements development, manpower determinations, and determination of training requirements and development of course plans and schedules based and detailed data analysis and modeling.
  • Provides technical support for integration of xAPI standards into existing and new data sets, including working with innovation lab to integrate xAPI standards into newly developed training and analytic tools.
  • Provides analysis of the Rate Phasing Matrix and provide recommendations.

As required, attends meetings and submits minutes/trip reports.

Qualifications

  • Bachelor’s degree in Computer Science, Mathematics, Statistics, Educational Administration or related field.
  • Three years of information systems experience required; equivalent education/experience considered.
  • Must have a solid understanding of data systems, including data relationships and data modeling.
  • Demonstrated experience with statistical analysis tools necessary (e.g., R, Mathematica/Wolfram, Python/SciPy).
  • Excellent written/verbal communication and interpersonal skills and ability to work in a team oriented environment essential.
  • Possess demonstrated experience (preferred) or be able to obtain understanding of integrating xAPI into learning solutions and learning analytics.
  • Experience interacting with Student Information System and Learning Management System datasets required.
  • Experience troubleshooting and supporting data reporting systems.
  • Possess a valid driver’s license
  • Possess, or be able to obtain, a security clearance up to the Secret level
