B3H Corporation is seeking qualified personnel with a wide range of operational and functional experience to support Air National Guard (ANG) Intelligence, Surveillance, and Reconnaissance (ISR) and Command and Control (C2) programs, missions, weapon systems and staff services. Positions will provide specialized subject matter expertise to the ANG ISR and C2 staffs in the areas of budgetary planning, system architecture and functional management of ANG ISR and C2 asset integration into the active duty U.S. Air Force (USAF) architecture. The primary place of performance is at the Air National Guard Readiness Center (ANGRC) located at Joint Base Andrews, MD. Other duty locations include: McConnell AFB, KS, Joint Base San Antonio-Lackland, TX, Joint Base Langley-Eustis, VA, Warner Robins, GA, Fort Meade, MD and the Pentagon in Arlington, VA.
Work with the ANG ISR staff on the draft, interpretation and implementation of policies and procedures needed for effective planning, programming and budgeting of ANG ISR resources in conjunction with the budget cycle and the Future Years Defense Plan (FYDP).
Work with the ANG ISR PEMs on the planning, organizing and oversight of the ANG ISR portion of the AF POM, to include ensuring that operational ANG ISR requirements are met within fiscal constraints.
Draft recommendations for detailed plans, goals and objectives for the long-range implementation and administration of major mission and operational programs within the ANG ISR portfolio.
Provide ANG leadership the broadest range of programming alternatives by balancing resources among ANG ISR mission areas and feasibility as it relates to known or anticipated Office of the Secretary of Defense (OSD) decisions; compatibility with Air Force strategy, policies, concepts and objectives; and, Congressional decisions.
Conduct cost comparison/benefits analyses of current or projected programs and develop lifecycle cost analysis for ANG ISR PEMs and ANG leadership.
Represent the ANG ISR Division/Branch Chief at key phases of the ANG and AF Corporate PPBE process.
Serve as liaison between NGB, Air Staff, other Services and outside agencies on ANG ISR planning/programming processes, policies and initiatives.
Advise and assist the ANG ISR staff and units converting to ANG ISR missions on infrastructure requirements.
Participate in pre-conversion site surveys with ANG ISR FAMs and coordinate actions with appropriate MAJCOMs, state staffs, and individual units.
Serve as the contact for issues related to infrastructure requirements for conversions and upgrades; work with HAF, MAJCOMS, NGB staffs, SPOs, other governmental agencies, and ANG operational field units.
Five (5) years of experience supporting missions functions described by the requirements of the position
Demonstrated knowledge of the tactics, techniques and procedures required to accomplish position task requirements
Security Clearance: Current Top Secret with SCI Eligibility
