Performs a variety of resource advisor and financial management functions to include program management reviews and assessments of programs throughout the division as an assistant to ACC/A3R. Assures timely accomplishment, a quality product and accurate detail is delivered to provide program definition and financial requirement. Assesses problem areas and recommends changes needed to effect improvement. Independently changes work priorities. Performs resource management functions to effectively plan, program, budget and execute all DOD appropriations in support of the Flight Operations and Resources & Budget Divisions.
Provides complex substantive resource management support services in the areas of program analysis, annual/multi-year/long range programs whose requirements are interrelated and unstable.
At the major command level, provides financial advisory services for Directorate of Operations and other staff agencies as required.
Conducts financial management and resource advisor training for branch program managers. Represents the division in process teams and working groups in support of program requirements.
Works other related division projects as required.
Associates degree or accounting/finance program certification required, Bachelor degree desired in relevant finance or accounting discipline.
Two years wing-level finance or resource advisor experience required, one year MAJCOM-level finance or resource advisor experience desired.
DEAMS experience required.
Identify and analyze financial problems, conduct research, summarize results, and make appropriate corrective recommendations.
Effectively communicate with a variety of customers using a high degree of tact and diplomacy.
Knowledge of goals, resources, objectives, organizations, functions and sources pertinent to the program(s) and organizations studied or served, and related customers, functions, resources, and users.
Effectively communicate orally and in writing and be able to present material in briefing format in small and large group settings.
Previous experience with DOD, Air Force and ACC policies and directives regarding financial requirements, and the resource management process.
Stratify and prioritize resources against approved programs; plan, present, and execute budget plans; analyze budget impacts on programs; and forecast changes to long-term funding requirements.
Experienced using cost and economic analysis principles, techniques, and practices.
Experience with the DoD Planning, Programming, and Budgeting System (PPBS), its processes, products, terminology, and guidance documents (e.g., Program Objective Memorandum (POM), Five Year Defense Plan (FYDP), Defense Guidance, Joint Strategic Planning Systems).
Must be able to obtain and maintain a secret clearance throughout performance period
