  • Overview

    B3H Corporation is seeking a Program Manager to support establishing, maintaining and monitoring Nuclear Command, Control and Communications (NC3) systems in support of Senior Leaders and Air Combat Command (ACC). These communication systems enable Presidential and the Secretary of Defense (SECDEF) control of nuclear weapons and reconnaissance forces, and provide communications capability in austere operating conditions. The supported organization is Headquarters ACC, A10


    Place of performance is Langley AFB, VA.


    Top Secret / SCI required


    1. Provides the necessary support to ACC/A6 within the Air Force Nuclear Enterprise to ensure systems are integrated and synchronized and support the nuclear strategic and extended deterrence capabilities in coordination with its Joint and inter-agency partners
    2. Provide in-depth expertise of NC3 system architectures to support national decision-making and vital Command and Control continuity necessary to execute NC3 directives and requirements for ACC/A6 and ACC/A10
    3. Ensure ACC/A6 leadership remains aware of nuclear enterprise activities affecting ACC’s Nuclear Command and Control (NC2) by participating in ACC’s Nuclear Surety Integration Council (NSIC) and Headquarters Air Force (HAF) NC3 working groups and councils
    4. Assist in the development, testing, fielding and sustainment of various ACC NC3 systems to include but not limited to: Strategic Automated Command and Control System (SACCS); Aircraft Alerting Communications Electromagnetic Pulse (AACE); Single-Channel Anti-Jam Man-Pack (SCAMP); Time Distribution Subsystem (TDS); Transportable Time Distribution Subsystem (TTDS); Air Force Milstar Command Post Terminals (AFCPT); High Frequency Single Side Band (HFSSB); Air Force Wideband Enterprise Terminals (AFWET)
    5. Provide ACC/A6 support for NC3 acquisition and technology transition activities for Global Aircrew Strategic Nuclear Terminal (G-ASNT) by assisting in the demonstration and transition of new technologies and aiding ACC in determining command requirements and solution aspects to meet those requirements
    6. Provide detailed analysis of NC3 systems to include developing metrics, schedules or baselines, while establishing, defining, maintaining and monitoring milestones. Identify, analyze and document system requirements to assure programmed requirements meet Joint Staff Nuclear Technical Performance Criteria (NTPC), Emergency Action Message (EAM) certification, joint interoperability, integration, configuration management and standardization requirements
    7. Assist in reviewing NC3 technical orders for changes and ensures those changes are coordinated with the technical order managers
    8. Participate in ACC/A6 NC3 staff action activities by preparing and delivering presentations such as briefings, training sessions, consultations and strategy sessions with other staff service functions and activities including ACC’s Senior Leadership, approximately three to four times each month. Coordinate with counterpart officials in the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands, other Air Force MAJCOMS, contractors and field agencies in both moderately unstructured and structured settings
    9. Participate in the NC3 system and lifecycle working groups and Program Management Reviews (PMRs) to ensure ACC NC3 system requirements are identified and supported. Participate in meetings, conferences and test events, to include periodic travel within the contiguous United States (CONUS) and report the outcomes of the aforementioned events in a written report or briefing to ACC leadership


    1. Possess a Bachelor’s degree in an IT-related field with knowledge and expertise on NC3 systems within the last 5 years.
    2. Minimum of 3 years of demonstrated practical experience and knowledge of project planning, mission needs, operational requirements, and system modernization planning in the area(s) of expertise required by this task order, as well as organize and manage multi-disciplined projects and tasks.
    3. Minimum of 3 years of experience with Nuclear Command and Control operations.
    4. Minimum of 3 years of experience with NC3 systems.
    5. Minimum of 3 years of experience of Program Management specifically related to NC3 systems within the ACC environment.
    6. Minimum of 3 years of experience working with/on higher headquarters staff. Personnel must also demonstrate ability to address/converse and brief Air Force General Officers and Senior Civilians.
